Can you drive a car without a speedometer, tachometer and odometer – sure. But then you won’t know things like how far did I drive, how fast did I go and how hard was the engine working …. Same thing with dynamic performance views. Of course Oracle creates them when you create the database – so they are always there even if you don’t use them …..
